Tracy Upchurch sworn in as mayor for second time: photos from his first City Commission meeting

Following a stroke, Nancy Shaver resigned from her position as mayor. With that, Tracy Upchurch, a Flagler College professor who was mayor of St. Augustine from 1990-1992, was voted unanimously by the City Commission to fill her seat last week, and will serve the remainder of her term until Dec. 2020. At a ceremony Monday night, he took oath of office before conducting his first city commission meeting of 2019.
