I personally won't be testing the limits (I prefer to avoid any unnecessary confrontations) but I am sure some people will. If it is taken as seriously as the "No skateboarding or riding a bike inside the fence" rule then all it is going to do is cut down on the number of people smoking in the prohibited areas.
